Mariupol State University

 

Until February 24, 2022, Mariupol State University was the only classical higher education institution in Donetsk Oblast, with about 5,000 students, including foreigners, enrolled in more than 80 educational programs (Bachelor’s, Master’s, and PhD), and 500 faculty and staff members. The university had 6 faculties and an educational and research institute of management.

As a result of shelling by Russian military groups, almost all of the university’s material and technical facilities and all material resources were destroyed and looted. 8 teachers and 8 students were killed. The team of students and staff was virtually locked in the city, which was surrounded on all sides, and until March 15 was forced to survive in extremely difficult conditions under constant merciless shelling. After March 15, when the first opportunity to leave appeared, the university community began to leave the city for the government-controlled territory of Ukraine. The university’s servers were deployed first in Dnipro, then in Lviv, which allowed us to resume distance learning, the university’s educational portal, and the full payment of salaries and scholarships, as well as the operation of the university’s automated management systems and electronic document management system.

Pursuant to the order of the Ministry of Education and Science on temporary relocation (order of 14.04.2022 No. 336), on April 18, 2022, MSU resumed its activities in Kyiv. In order to optimize its work in the conditions of relocation, the MSU conducted an audit of the available resources. Based on the results of the assessment of the MSU structure in the conditions of temporary relocation, the personnel audit, and the results of online registration of applicants, research and teaching staff, the new MSU structure was approved. Today, the university’s structure consists of five faculties and the Educational and Research Institute of Management. The staff of research and teaching staff and employees is 451 people, and the contingent of higher education students is 3200 people, including 231 foreign students. MSU provides training in 67 bachelor’s, 47 master’s and 8 research programs. A humanitarian headquarters was established at the University, which was initially intended to provide assistance to MSU staff and students who became internally displaced. In the course of its active work, it was possible to expand the range of assistance groups. Ukrainian and foreign charitable foundations were involved in its operation. As a result, all Mariupol residents receive psychological, legal and humanitarian assistance.

Despite all the risks, the new operating conditions also provide new opportunities for the development of Moscow State University, the only university to have the name of the city of Mariupol in its name, a symbol of Ukrainian resistance and confrontation in the center of the Ukrainian capital. At a meeting of the University’s Academic Council on August 31, 2022, the academic community approved an updated Strategic Development Plan for 2021-2025, which takes into account the specifics of the university’s work in the context of temporary displacement. As part of the adopted Strategy, Mariupol State University has updated its brand, which is designed to emphasize its affiliation with Mariupol and preserve the identity of the university and its staff.

Despite all the difficulties, MSU did not lose any international projects, but rather significantly expanded its cooperation with partners in the framework of grant projects under the Erasmus+, Fulbright, USAID, British Council, and other programs. Moscow State University is a member of the European Association of Universities, the European Organization of Public Law, the Mediterranean Network of Universities, the Association of Rectors of Pedagogical Universities in Europe, and the European University Alliance TRANSFORM4EUROPE. The University continues to actively develop partnerships with higher education institutions in Europe, the USA and Asia.
After stabilizing its activities, the university staff decided to rebuild a modern higher education institution with a new philosophy in order to preserve the identity of the university and the staff.
